President’s Letter

November 11, 2003

We just completed the October report to IIA (called the CAP report) and thought you would like to hear the highlights:

  • 106 members and guests attended the October 27th Ethics seminar at the Hilton Tampa Airport Westshore. This thought-provoking and topical issue was discussed in depth in general sessions and breakout groups. The PowerPoint presentations are now available on our web site.
  • Your local chapter had already had seven members make presentations on auditing matters in the last four months.
  • Your local chapter has already achieved 815 CAP points through October. A total of 1,560 points are required to achieve the gold performance level. We are well on our way to accomplishing this feat for the eleventh straight year. This has only been done by a few chapters around the world.

The next seminar will be December 2, 2003, at the beautiful Safety Harbor Resort & Spa. You will again be treated to luxurious accommodations in the tri-level Baranoff Theatre. The topic is Fraud and Ken Gentile has found some fantastic presenters. If you have never been to this site, you will be impressed. Be sure to register in advance at the website so that we know you are coming. This way we can have your name tag and CPE certificate ready.

The Board of Governors approved our local chapter hosting the 2005 IIA Regional Conference. This 2˝ day conference will he held at a hotel in Tampa, St. Pete or Clearwater sometime between August and December 2005. Committees are being formed now to allow us to plan properly and ensure a successful event. This is an event you want to be a part of. You may decide to volunteer for a committee, sponsor one of the many functions being planned, work a trade booth, or simply attend the most exciting event your local chapter has ever hosted. Other local chapters have already expressed interest in participating, so hurry and sign up now.

Just a reminder. Please let me know when you make a speakers bureau type of presentation to a group on an audit or accounting related subject. Our chapter gets one CAP point for each CPE hour.

The special prizes awarded to speakers, presenters and two lucky ticket holders were a huge hit! If you did not attend the October seminar, you really want to make plans now to be at the December Fraud seminar. Don’t miss out on the opportunity to win a fantastic prize.

As you can see, your local chapter is doing its best to meet the training and professional development needs of its members. As always, your help is needed and would be greatly appreciated. If you are interested in serving on a committee, helping out at a single event, helping to plan the 2005 Regional Conference, etc., then simply contact any of the officers or committee chairs.

Fraud Seminar

With the continued interest in fraud and the daily news on fraud perpetrated in corporations today, this continues to be a high demand topic from both practitioners and students.

Speakers will include

  • FDLE Special Agent Supervisor Mike Phillips will discuss identity theft.
  • FBI Agent Russell Hayes is an expert on computer hacking and intrusion.
  • A representative from ACL will cover some of the roles CAAT's can play in detecting fraud.

Mike Phillips, FDLEMike Phillips is a Special Agent Supervisor currently assigned to the Tallahassee Regional Office of the Florida Department of Law Enforcement. He has spent fourteen years in law enforcement, his career beginning with the Leon County Sheriff's Office where he worked as an investigator and member of the SWAT team. For most of his nearly six years with the FDLE, he has been assigned to the Financial Crime and Computer Crime squads where he has investigated numerous economic crime cases.

Building on a Criminology degree from FSU, Mike has received training on Financial Crimes and Identity Theft from the FBI, the Florida Department of Law Enforcement, the Federal Law Enforcement Training Center, and, it may come as a surprise, the credit card people at VISA.

2003-2004 Seminar Pricing - Updated

The cost per member for the remaining three seminars will be $210, which is still an exceptional CPE value. We realize that staff availability and CPE needs vary over the course of a year, so our program is not “individual specific.” Your organization is purchasing “spaces” at each of the seminars that may be used by the same individual or several people over the course of the three seminars. The price of $210 includes admission to each of the Chapter’s three remaining 8-hour CPE seminars, including lunch, continental breakfast, and two refreshment breaks, and a chance to win great door prizes.

IIA members not enrolled in the corporate/advance plan will be charged $125 per seminar and non-members will be charged $150 per seminar.

Chapter Scholarship

The Florida West Coast Chapter of the Institute of Internal Auditors is sponsoring a $1,000 scholarship to currently enrolled students at the University of South Florida. The scholarship will be awarded during the fall 2003 semester. The purpose of the award is to promote awareness of the internal auditing profession.

To be eligible for the award a student must complete a short application, currently be enrolled at the University of South Florida, and have an overall GPA of 3.0 or higher (on a 4 point scale). In addition, the student must be currently enrolled in the Internal/Operational Auditing (ACG 5675) course at the University of South Florida, or the student must have previously completed the course receiving a grade of B or better. Alternatively, a student could been enrolled in, or successfully completed with a grade of B or better, an equivalent course from any AACSB accredited collegiate institution.

The deadline for the submission of the application is November 14, 2003. Additional information about the scholarship can be obtained from Dr. Terry Engle (tengle@coba.usf.edu) or Kate Head (khead@admin.usf.edu).


CIACIA Exam November 19-20, 2003

The CIA Exam will be given on November 19 & 20, 2003 at Louis de la Parte Florida Mental Health Institute - Training Support, 13301 Bruce B. Downs Blvd., Tampa, FL 33612. This is near the USF Campus, south of East Fletcher Avenue. (Map)

Also, proctors are needed for the upcoming exam. If you are a CIA and would like to help out (as well as earn CPD Credit), please let us know.

Chapter Members Present Nationally

On September 9th, 2003, the chapter was represented by Kate Head and Susan Glickman at the IIA's National Fraud Conference in San Antonio. Kate's presentation was titled "Data Mining to Uncover Fraud: The Search for UFOs" and demonstrated how to use statistical modeling, analytics and profiling to uncover Unidentified Fraudulent Objects in enterprise resource planning systems. Susan's presentation was titled "Expense Report Auditing" and demonstrated the wealth of information available on airline tickets and other travel documents and how they could be used to identified potential fraudulent transactions.

Both sessions were very popular (standing room only) and well received. There was a strong undercurrent on using CAAT's in preventing and detecting fraud in most of the sessions. Both Kate and Susan recommend the annual fraud conference to other chapter members and as well as the beautiful San Antonio river walk and the area's authentic Tex-Mex cuisine.

On September 16 and 17th, 2003 Kate also represented the chapter at the Association of College and University Auditors Annual Conference in Nashville, Tenn. When not enjoying the great music in the area she was busy presenting two workshops. The first presentation was titled "Assessing and Monitoring Federal Grant Compliance" and demonstrated how CAAT tools could be used to perform these critical tasks. The second presentation was titled "Building a Continuous Assurance Partnership with Management" on combing resources to transparently merge continuous auditing with on-going monitoring by management and was co-presented with ACL.


Intermediate ACL and CAAT Users Unite!

A new community of auditors/fraud investigators using CAAT software has been created. They are currently looking for others interested in collaborating on the use of audit software to:

  • advance their ability to meet their audit/investigation mission
  • improve their client’s business intelligence and associated return on investment
  • improve their efficiency in the audit/investigation
